Tutorial from: http://www.bluesfear.com/tutorials/pulsebeam.php

This is a cool effect that can be created in Photoshop. I used PS 7, but it can be done in any version. Yes I do need to upgrade. Any way on to the tutorial.
1) Open a new window, make the size 800×600, with an background color. Mine will be blackish blue.

2) Select the Rectangle Marquee Tool and make a 1 pixel width line.
Make sure the line is on a seperate layer then the background.

3) Go to FILTER > DISTORT > TWIRL and set the angle to 35. It should look like this.

4) Go to EDIT > TRANSFORM > ROTATE and rotate it about 30-45 degress.

5) Next go to EDIT > TRANSFORM > Perspective. Make the top very small and the bottom very large.

6) Now go to LAYER > LAYER SYTLE > OUTER GLOW and give it a cool glow.
Heres what I did, but you can choose other settings.

7) The final result should look something like this.

Then you can take this and add it to your next wallpaper to get something like this.
